Ventura County Board of Supervisors Adopts 2040 General Plan

On September 15, 2020, the Ventura County Board of Supervisors adopted the 2040 General Plan and certified the project’s Environmental Impact Report and related documents. The adopted 2040 General Plan and other General Plan Update materials are available on this website on the Document Library webpage.

The adopted 2040 General Plan will become effective on October 15, 2020, thirty (30) days following its adoption by the Ventura County Board of Supervisors.

During the September 15, 2020, public hearing, project staff presented information related to two agenda items to the County's Board of Supervisors:

  • Agenda Item 41. Continued Public Hearing for the Sole Purpose of Considering Certification of the 2040 General Plan Final Environmental Impact Report, Including Adoption of Related Findings and Documents Pursuant to the California Environmental Quality Act, Repeal of Existing General Plan Except for the 2014-2021 Housing Element, Approval and Adoption of the 2040 General Plan and 2040 General Plan Background Report (Planning Division Case Number PL17-0141); All Supervisorial Districts.

  • Agenda Item 42. Provide Direction to the Planning Division Regarding Spanish Translation of the 2040 General Plan Chapters 1-10, 12, and Appendix B; All Supervisorial Districts.

In addition to adopting the 2040 General Plan and related documents, the Board of Supervisors directed Planning Division staff to prepare a Spanish language version of Chapters 1-10, 12, and Appendix B of the 2040 General Plan.

The County will host a continued public hearing, that commenced on September 1, 2020, and will be held by the Ventura County Board of Supervisors (Board) on Tuesday, September 15, 2020, at 3:00 p.m., for the sole purpose of considering adoption of the 2040 General Plan and certification of the 2040 General Plan final Environmental Impact Report and related documents in their final form.

PROJECT DESCRIPTION: Continued public hearing for the sole purpose of considering adoption and certification of the 2040 General Plan (which would replace the County’s existing General Plan except for the Housing Element) and associated final Environmental Impact Report (EIR) and related California Environmental Quality Act (CEQA) findings, mitigation measures, statement of overriding considerations and mitigation monitoring and reporting program in their final form. The 2040 General Plan is a long-range planning document that includes goals, policies and programs that will guide land use, resource protection and development through 2040. The 2040 General Plan includes Land Use, Circulation, Conservation and Open Space, Hazards and Safety, Public Facilities and Services, Housing, Agriculture, Economic Vitality, and Water Elements, in addition to cross cutting topics on Health in all Policies, Environmental Justice, Climate Resilience and a Climate Action Plan. The 2040 General Plan and EIR, which among other things analyzes the environmental impacts associated with implementation of the 2040 General Plan, were released to the public on January 13, 2020 for review and comment. Public comments received on these documents, as well Planning Commission and Planning Division recommended revisions, were presented to the Board for its consideration during the September 1, 2020 hearing.

PLANNING COMMISSION RECOMMENDATION: At its July 16, 2020 public hearing regarding the project, the Planning Commission voted 3-1 to recommend that the Board take the following actions regarding the project at the Board’s scheduled September 1, 2020 public hearing:

1. CERTIFY that: (a) the EIR, as presented in revised form to the Planning Commission by Planning Division staff, has been completed in compliance with the California Environmental Quality Act (CEQA); (b) the EIR was presented to the Board and that the Board reviewed and considered the information contained therein and all comments and testimony prior to approving the project; and (c) the EIR reflects the County’s independent judgment and analysis.

2. ADOPT the CEQA Findings, Mitigation Measures and Statement of Overriding Consideration as presented in revised form to the Planning Commission by Planning Division staff, with this document incorporating Planning Commission recommended revisions on pages 53, 56 and 125 for the purpose of clarifying that both Planning Division staff and the Planning Commission recommend that the Board approve 2040 General Plan Policies 7.2 (establishing setbacks for new oil wells), 7.7 (requiring pipeline conveyance of oil and produced water from new oil wells), and 7.8 (prohibiting flaring and venting of gas from new oil wells) as part of the final 2040 General Plan as these policies were originally proposed by your Board for inclusion in the draft 2040 General Plan that was released for public review, and relatedly, that the Board: (a) determine that the revised versions of these policies that were proposed in the form of Mitigation Measures PR-1 (oil well setbacks), PR-2 (pipeline conveyance of oil and produced water) and PR-3 (prohibition on flaring and venting of gas) in the draft EIR are infeasible; and (b) adopt the Statement of Overriding Considerations with respect to the significant unavoidable impacts that would result from implementation of Policies 7.2, 7.7 and 7.8 as recommended for Board approval.

3. FIND based on substantial evidence in the record that adoption of the 2040 General Plan is in the interest of public health, safety, or general welfare and good zoning practice.

4. REPEAL the existing Ventura County General Plan (i.e., version last amended March 19, 2019) including its Resources, Hazards, Land Use and Public Facilities and Services Appendices; except for the portions of the existing General Plan constituting the County’s 2014-2021 Housing Element which consists of Chapter 3.3 and Policies 3.4.2-8, 3.4.2-9 and Program 3.4.3-3 of the Goals, Policies and Programs, and Chapter 3.3 and Chapter 3.4 of the Land Use Appendix.

5. APPROVE and ADOPT the 2040 General Plan and 2040 General Plan Background Report as presented in revised form to the Planning Commission by Planning Division staff, with the 2040 General Plan incorporating the following Planning Commission recommended revisions to 2040 General Plan Policy COS-10.2, and the 2040 General Plan Guiding Principle regarding Climate Change and Resilience:

The County shall achieve work toward achieving a community-wide GHG emissions reduction target of 41 percent below 2015 levels by 2030.

Climate Change and Resilience Guiding Principle

Reduce GHG emissions to achieve work toward achieving all adopted targets, proactively anticipate and mitigate the impacts of climate change, promote employment opportunities in renewable energy and reducing GHGs, and increase resilience to the effects of climate change.

6. SPECIFY the Clerk of the Board of Supervisors at 800 S. Victoria Avenue, Ventura, CA 93009 as the custodian and location of the documents and materials that constitute the record of proceedings upon which these decisions are based.

DESCRIPCIÓN DEL PROYECTO: La continuación de la audiencia pública con el único propósito de considerar la adopción y certificación del Plan General 2040 (que reemplazaría el Plan General existente del Condado excepto por el Elemento de Vivienda) y el Informe de Impacto Ambiental (EIR por sus siglas en inglés) final asociado y la Ley de Calidad Ambiental de California relacionada (CEQA por sus siglas en inglés), Medidas de Mitigación, Declaración de Consideraciones Primordiales y Programa de Monitoreo e Informe de Mitigación en su forma final.  El Plan General 2040 es un documento de planificación a largo plazo que incluye metas, políticas y programas que guiaran el uso de la tierra, la protección de los recursos y el Desarrollo hasta el 2040.  El Plan General 2040 incluye Uso de la Tierra, Circulación, Conservación y Espacio Abierto, Riesgos y Seguridad, Instalaciones y Servicios Públicos, Vivienda, Agricultura, Vitalidad Económica y Elementos Hídricos, además de temas transversales sobre salud en todas las políticas, Justicia Ambiental, Resiliencia Climática y un plan de Acción Climática.  El Plan General 2040 y el EIR, que entre otras cosas analiza los impactos ambientales asociados con la implementación del Plan General 2040, se dieron a conocer al público el 13 de enero del 2020 para su revisión y comentarios.  Los comentarios públicos recibidos sobre estos documentos, así como las revisiones recomendadas por la Comisión de Planificación y la División de Planificación, fueron presentados a la Junta para su consideración durante la audiencia del 1 de septiembre del 2020.

RECOMENDACIÓN DE LA COMISIÓN DE PLANIFICACIÓN:  En su audiencia pública del 16 de julio de 2020 sobre el proyecto, la Comisión de Planificación, voto 3-1 para recomendar que la Junta tome las siguientes acciones con respecto al proyecto en la audiencia pública programada por la Junta para el 1 de septiembre del 2020: 

1.  CERTIFICAR que: (a) el EIR, tal como se presenta en forma revisada a la Comisión de Planificación por el personal de la División de Planificación, se ha completado de conformidad con la Ley de Calidad Ambiental de California (CEQA); (b) el EIR fue presentado a la Junta y que la Junta reviso y consideró la información contenida allí y todos los comentarios y testimonios antes de aprobar el proyecto; y (c) el EIR refleja el juicio y análisis independiente del Condado.

2. ADOPTAR las conclusiones de la CEQA, las Medidas de Mitigación y la Declaración de Consideración Primordial tal como se presentan en forma revisada a la Comisión de Planificación por el personal de la División de Planificación, y este documento incorpora las revisiones recomendadas por la Comisión de Planificación en las paginas 53, 56 y 125 con el fin de aclarar que tanto el personal de la División de Planificación y la Comisión de Planificación recomiendan que la Junta apruebe las Políticas 7.2 del Plan General 2040 (estableciendo retrocesos para nuevos pozos de petróleo), 7.7 (requiriendo el transporte de petróleo y agua producida de nuevos pozos de petróleo por tuberías) y 7.8 (prohibiendo al quema y venteo de gas de nuevos pozos de petróleo) como parte del Plan General 2040 final, ya que esta políticas fueron propuestas originalmente por su Junta para su inclusión en el borrador del Plan General 2040 que se publicó para revisión publica y, en consecuencia, que la Junta:  (a) determine que las versiones revisadas de estas políticas que se propusieron en forma de medidas de mitigación PR-1 (retroceso de pozos petroleros), PR-2 (transporte por tubería de petróleo y agua producida) y PR-3 (prohibición de quema y venteo de gas) en el proyecto de EIR son inviables; y (b) adoptar la Declaración de Consideraciones Primordiales con respecto a los impactos inevitables y significativos que resultarían de la implementación de las Políticas 7.2, 7.7 y 7.8 como se recomienda para la aprobación de la Junta. 

3.  ENCUENTRA con base en evidencia sustancial en el registro de que la adopción del Plan General 2040 es un interés de la salud pública, la seguridad o el bienestar general y las buenas prácticas de zonificación.

4. REVOCAR el Plan General del Condado de Ventura existente (es decir, la versión modificada por última vez el 19 de marzo de 2019) incluyendo sus Apéndices de Recursos, Peligros, Uso de Tierra e Instalaciones y Servicios Públicos; excepto por las partes del Plan General existente que constituyen el Elemento de Vivienda 2014-2021 del Condado que consta del Capítulo 3.3 y las Política 3.4.2-8, 3.4.2-9 y el Programa 3.4.3-3 de las Metas, Políticas y Programas y Capitulo 3.3 y Capitulo 3.4 del Apéndice de Uso de la Tierra.

5.  APROBAR y ADOPTAR el Plan General 2040 y el Informe de Antecedentes del Plan General 2040 según lo presentado en forma revisada a la Comisión de Planificación por el personal de la División de Planificación, con el Plan General 2040 incorporando las siguientes revisiones recomendadas por la Comisión de Planificación a la Política COS-10.2 del Plan General 2040, y el Principio Rector del Plan General 2040 sobre Cambio Climático y Resiliencia:

El Condado debe lograr trabajar para lograr un objetivo de reducción de emisiones de GEI en toda la comunidad de 41 por ciento por debajo de los niveles del 2015 para el 2030.

Public invited to Board of Supervisors Hearing for the 2040 General Plan and Program Environmental Impact Report

VENTURA, Calif. – The Board of Supervisors (Board) will hold a public hearing on Tuesday, September 1, 2020 at 1:00 p.m., to consider adoption of the 2040 General Plan and certification of the final Environmental Impact Report (EIR).

The County’s 2040 General Plan is a long-range planning document that includes goals, policies and programs that will guide land use, resource protection and development through 2040. Every county and city in California are mandated by the State to have a general plan. The County’s Planning Director, Dave Ward, noted that general plans are, “long-range land use planning documents that guide land use in our unincorporated lands for what, where and how much communities can do certain activities.”

General plans are often divided into elements or chapters, the 2040 General Plan includes Land Use, Circulation, Conservation and Open Space, Hazards and Safety, Public Facilities and Services, Housing, Agriculture, Water Resources and Economic Vitality Elements in addition to cross cutting topics on healthy communities, environmental justice, climate resilience and a Climate Action Plan. The 2040 General Plan and final EIR, which among other things analyzes the environmental impacts associated with implementation of the 2040 General Plan, were released to the public on January 13, 2020 for review and comment. Public comments received on these documents will be presented to the Board for consideration during the September 1, 2020 hearing.

On July 16, 2020, the County’s Planning Commission held a public hearing to provide recommendations to the Board of Supervisors on the adoption the 2040 General Plan and certification of the final EIR. Public invited to Board of Supervisors Hearing for the 2040 General Plan and Program Environmental Impact Report

VENTURA, Calif. – The Board of Supervisors (Board) will hold a public hearing on Tuesday, September 1, 2020, to consider adoption the 2040 General Plan and certification of the final Environmental Impact Report (EIR). The hearing will be held  at the Ventura County Government Center, Hall of Administration, Board of Supervisors Hearing Room, 800 S. Victoria Avenue in Ventura beginning at 1:00 p.m. Spanish and Mixteco interpretive services will be provided for members of the public.

The County’s 2040 General Plan is a long-range planning document that includes goals, policies and programs that will guide land use, resource protection and development through 2040. Every county and city in California are mandated by the State to have a general plan. The County’s Planning Director, Dave Ward, noted that general plans are, “long-range land use planning documents, and  guide land use in our unincorporated lands and what, where and how much communities can do certain activities.”

General plans are often divided into elements or chapters, the 2040 General Plan includes Land Use, Circulation, Conservation and Open Space, Hazards and Safety, Public Facilities and Services, Housing, Agriculture, Water Resources and Economic Vitality Elements in addition to cross cutting topics on healthy communities, environmental justice, climate resilience and a Climate Action Plan. The 2040 General Plan and final EIR, which among other things analyzes the environmental impacts associated with implementation of the 2040 General Plan, were released to the public on January 13, 2020 for review and comment. Public comments received on these documents will be presented to the Board for consideration during the September 1, 2020 hearing.

On July 16, 2020, the County’s Planning Commission held a public hearing to provide recommendations to the Board of Supervisors on the adoption the 2040 General Plan and certification of the final EIR. The Planning Commission will also consider related California Environmental Quality Act (CEQA) findings, mitigation measures, statement of overriding considerations and mitigation monitoring and reporting program. Spanish and Mixtec interpretive services will be provided for members of the public.

The 2040 General Plan is a long-range planning document that includes goals, policies and programs that will guide land use, resource protection and development through 2040. The 2040 General Plan includes a Land Use, Circulation, Conservation and Open Space, Hazards and Safety, Public Facilities and Services, Housing, Agricultural, Economic Vitality, and Water Elements in addition to cross cutting topics on health in all policies, environmental justice, climate resilience and a Climate Action Plan. El Plan General 2040 es un documento de planificación a largo plazo que incluye objetivos, políticas y programas que guiarán el uso de la tierra, la protección de los recursos y el Desarrollo hasta 2040.  El Plan General 2040 incluye el uso de tierra, circulación, conservación y espacio abierto, peligros y seguridad, instalaciones y servicios públicos, vivienda, agricultura, vitalidad económica y elementos hídricos, además de temas transversales sobre salud en todas las políticas, justicia ambiental, resiliencia climática y un plan de acción climática.  El Plan General 2040 y el EIR que analiza, entre otras cosas, los impactos ambientales asociados con la implementación del Plan General 2040 se dieron a conocer al público el 13 de enero de 2020 para su revisión y comentarios.  Los comentarios públicos recibidos sobre estos documentos se presentarán a la Comisión de Planificación para consideración durante la audiencia del 16 de julio de 2020, así como la recomendación de la División de Planificación.

PROJECT DESCRIPTION: Public hearing for the Planning Commission to consider and provide recommendation to the Board of Supervisors regarding approval of the draft 2040 General Plan (which would replace the County’s existing General Plan) and associated draft Program Environmental Impact Report (EIR) and related California Environmental Quality Act (CEQA) findings, mitigation measures, statement of overriding considerations and mitigation monitoring and reporting program.  The 2040 General Plan is a long-range planning document that includes goals, policies and programs that will guide land use, resource protection and development through 2040. Public comments received on these documents will be presented to the Planning Commission for its consideration during the July 16, 2020 hearing, as well the Planning Division’s recommended revisions to these documents.

FEBRUARY 14, 2020 | COUNTY CONTINUES TO SEEK PUBLIC INPUT ON ANALYSIS OF ENVIRONMENTAL IMPACTS FOR DRAFT 2040 GENERAL PLAN

VENTURA, Calif. – The County’s Planning Division continues to seek public input on the environmental analysis completed for the draft 2040 General Plan.  Through notification to community stakeholders, agencies, newspaper noticing, and over 1,400 individuals on the General Plan Update interested parties list, the Division released the Draft Programmatic Environmental Impact Report (draft EIR) on January 13, 2020, for a 45-day public review and comment period and encourages the public to provide input prior to the close of this period which ends at 5:00 P.M. on Thursday, February 27, 2020.

“Public participation and input have been an integral component in the development of the draft 2040 General Plan. We encourage continued public participation as we seek feedback on the environmental impacts tied to implementing this new General Plan,” said Dave Ward, Planning Division Director.

The General Plan is a long-range planning document that will guide land use, resource protection and development in the unincorporated County through 2040. The plan includes goals, policies and programs on topics including biological and open space resources, climate change, economic vitality, agriculture, water resources, public facilities, environmental justice and other key issues.

The draft EIR assesses the potential environmental impacts associated with the implementation of the draft 2040 General Plan and identifies ways that environmental impacts can be avoided or significantly reduced. The draft EIR has identified significant and unavoidable environmental impacts related to the following topics: Air Quality; Agricultural and Forest Resources; Biological Resources; Cultural, Paleontological, and Tribal Cultural Resources; Greenhouse Gas Emissions; Hazards, Hazardous Materials, and Wildfire; Mineral and Petroleum Resources; Noise; Public Services and Recreation; Transportation and Traffic; and Utilities.

State law requires that all public comments submitted on environmental issues in the draft EIR provided during this 45-day public comment period will be revaluated by the County and a written response to these comments will be provided to the County Planning Commission and Board of Supervisors for their consideration. The response to comments may take the form of revisions to the draft EIR or a separate section of the final EIR.

VENTURA, Calif. – La División de Planificación del Condado continúa pidiendo la opinión del público sobre los análisis ambientales que se completaron para el borrador del Plan General 2040.  A través de la notificación a las partes interesadas de la comunidad, las agencias, los avisos de los periódicos y más de 1,400 personas en la lista de partes interesadas en el Plan General Actualizado, la División publicó el Borrador del Informe de Impacto Ambiental Programático (Borrador EIR) el 13 de enero de 2020, para un periodo de 45 días para la revisión y comentarios del publico y alienta al público a dar su opinión antes del cierre de este periodo que termina a las 5:00 p.m. el jueves 27 de febrero de 2020.

“La participación y aporte del publico han sido un componente integral en el desarrollo del borrador del Plan General 2040.  Animamos al público a continuar participando mientras buscamos comentarios sobre los impactos ambientales vinculados a la implementación de este nuevo Plan General,” dijo Dave Ward, Director de la División de Planificación.

El Plan General es un documento de planificación a largo plazo que guiará el uso de tierra, la protección de los recursos y el desarrollo en las áreas no-incorporadas del Condado hasta el 2040.  El plan incluye objetivos, políticas y programas sobre temas que incluyen recursos biológicos y de espacio abierto, cambio climático, vitalidad económica, agricultura, recursos hídricos, instalaciones públicas, justicia ambiental y otros temas clave. 

El Borrador EIR evalúa los posibles impactos ambientales asociados con la implementación del borrador del Plan General 2040 e identifica las formas en que se pueden evitar o reducir significativamente los impactos ambientales.  El Borrador EIR ha identificado impactos ambientales significativos e inevitables relacionados con los siguientes temas:  Calidad del Aire; Recursos Agrícolas y Forestales; Recursos Biológicos; Recursos Culturales y Paleontológicos y Tribales; Emisiones de Gases de Efecto Invernadero; Peligros, Materiales Peligrosos e Incendios Forestales; Recursos Minerales y Petroleros; Ruido; Servicios Públicos y Recreación; Transporte y Trafico; y Utilidades.

La ley estatal requiere que todos los comentarios del publico presentados sobre cuestiones ambientales en el Borrador EIR y que sean proporcionados durante este periodo de 45 días de comentarios del publico sean evaluados por el Condado y una respuesta por escrito a estos comentarios sea proporcionada a la Comisión de Planificación del Condado y a la Junta de Supervisores para su consideración.  La respuesta a los comentarios puede tomar la forma de revisión al Borrador EIR o a una sección separada del EIR final.

This public notice is to inform all interested persons that the County of Ventura is the lead agency for a Draft Environmental Impact Report (EIR) for a project which is available for public review and comment.

PROJECT NAME: Ventura County 2040 General Plan Update

APPLICANT: County of Ventura

LOCATION: All unincorporated areas within Ventura County

PROJECT DESCRIPTION: The proposed project is a comprehensive update of the County of Ventura General Plan, also known as the 2040 General Plan. The 2040 General Plan will set forth the County’s vision of its future and identify the goals, policies, and implementation programs that will guide future decisions concerning a variety of issues, including but not limited to land use, climate change, agriculture, transportation, hazards, public facilities, health and safety, environmental justice, and resource conservation out to the year 2040. The County, as the lead agency, has prepared an EIR in accordance with the California Environmental Quality Act (CEQA). The purpose of the notice of availability is to call attention to this EIR and to request that interested persons review and provide comments on significant environmental issues, mitigation measures, and range of reasonable alternatives addressed in the EIR. The 2040 General Plan is anticipated to be adopted in 2020. With implementation of the 2040 General Plan, development may occur on or near site(s) identified in one of the regulatory databases compiled pursuant to Government Code Section 65962.5.

List of Significant Environmental Impacts

Based on the analysis in the Draft EIR, the proposed project would result in significant and unavoidable impacts related to the following topics:  Air Quality; Agricultural and Forest Resources; Biological Resources; Cultural, Paleontological, and Tribal Cultural Resources; Greenhouse Gas Emissions;  Hazards, Hazardous Materials, and Wildfire; Mineral and Petroleum Resources; Noise; Public Services and Recreation; Transportation and Traffic; and Utilities.

PUBLIC REVIEW PERIOD: The 45-day public review and comment period during which the County will receive comments on the Draft EIR begins Monday, January 13, 2020 and ends at 5:00 P.M. on Thursday, February 27, 2020.

July 25, 2019 | Public invited to Board of Supervisors General Plan Update Work Session for the Preliminary Public Review Draft of the 2040 General Plan

VENTURA, Calif. – The County’s Planning Division will host a Board of Supervisors work session on August 6th to review the Preliminary Public Review Draft 2040 General Plan. The work session will be held at the Ventura County Government Center, Hall of Administration, Board of Supervisors Hearing Room, 800 S. Victoria Avenue in Ventura beginning at 1:00 p.m. Spanish and Mixteco interpretive services will be provided for members of the public.

The General Plan is a long-range planning document that will guide land use, resource protection and development through 2040. The plan includes goals, policies and programs on topics including biological and open space resources, climate change, economic vitality, agriculture, water resources, public facilities, environmental justice and other key issues. 

The draft General Plan was released to the public on May 9, 2019, followed by a series of Open Houses and focus group meetings to secure public input.  Staff will present Planning Commission recommendations and public input to the Board of Supervisors at this work session. The Board of Supervisors will provide direction to staff on the contents of the draft General Plan which will be analyzed in a Program Environmental Impact Report (EIR) in Fall 2019.   Adoption of the General Plan is anticipated in the Summer of 2020.

January 30, 2019 | Ventura County Invites Public Input on Notice of Preparation for an Environmental Impact Report and Public Scoping Meeting for the 2040 General Plan

On January 30, 2019, The County’s Planning Division invited the public to provide input on a Notice of Preparation (NOP) of a Draft Environmental Impact Report and to be heard at a public scoping meeting in the Multi-Purpose Conference Room in the Ventura County Government Center’s Hall of Administration at 800 S. Victoria Avenue, Ventura, CA 93009.

The public scoping meeting was hosted by the County’s Planning Division staff with assistance from Ascent Environmental, a sub-consultant for the General Plan Update Project. Staff in attendance at the public scoping meeting included:

The County of Ventura has released a Notice of Preparation (NOP) of a Draft Environmental Impact Report (EIR) and invites interested parties to attend and be heard at a scoping meeting.

PROJECT DESCRIPTION: The County of Ventura is undertaking a comprehensive update of its General Plan. The County’s current General Plan was most recently updated in 2005 and has not been comprehensively updated since 1988. The 2040 General Plan Update is anticipated to be adopted in 2020 and will set forth the County’s vision of its future and identify the goals, policies, and implementation programs that will guide future decisions concerning a variety of issues, including but not limited to land use, agriculture, transportation, hazards, public facilities, health and safety, environmental justice, and resource conservation out to the year 2040.

The County, as the lead agency, has determined that the proposed 2040 General Plan Update may have one or more significant effects on the environment and will prepare a Program Environmental Impact Report (EIR) in accordance with the California Environmental Quality Act (CEQA). The purpose of the Notice of Preparation (NOP) is to call attention to this EIR and to request that interested persons help the County identify significant environmental issues, mitigation measures, and range of reasonable alternatives that should be addressed in the EIR. Information on the 2040 General Plan Update, topics to be addressed in the EIR, and instructions on how to provide comments on the scope and content of the EIR are provided below.

ENVIRONMENTAL REVIEW: Pursuant to Section 15063(a) of the State CEQA Guidelines, no Initial Study will be prepared. The EIR will analyze the full range of environmental topics contemplated under CEQA and the State CEQA Guidelines, including the following:

VENTURA, Calif. – The Ventura County Planning Division has rescheduled the Santa Paula and Oak View Open House events due to the current rainstorm.

The Open Houses will include opportunities for the public to learn about and provide input on how the County could grow in the future and how the General Plan could address policies related to issues such as climate change, housing, and economic development. January 9, 2018 - County Board of Supervisors to Hold Work Session to Review Key General Plan Update Documents

VENTURA, Calif. – The public is invited to attend a Ventura County Board of Supervisors General Plan Update Work Session on Tuesday, January 23, 2018 at 1:30 P.M., and provide input on the General Plan Update Assets, Issues, and Opportunities Summary Report, Public Opinion Survey, Draft Vision Statement and Guiding Principles and Draft Background Report.

The General Plan Update Assets, Issues, and Opportunities Summary Report, Public Opinion Survey, Draft Vision Statement and Guiding Principles, and REVISED Draft Background Report (dated January 2018), which are the subject of the upcoming Work Session, are currently available on the General Plan Update website at vc2040.org/documents.

  • The Assets, Issues and Opportunities Summary documents thousands of public comments received during outreach activities that took place between April and September 2016.
  • The Public Opinion Survey provides objective, statistically reliable measures of residents’ opinions and preferences on a range of topics that will be addressed in the General Plan such as land use, economic development, transportation, housing and climate change. The bilingual (English/Spanish) survey was completed with 1,250 adults selected at random from households within Ventura County.
  • The proposed Vision Statement and Guiding Principles were completed with Planning Commission and community input and reflect existing County values, comments received during community outreach and new themes that incorporate current state laws and priorities identified by the Board of Supervisors. These include climate change, economic vitality, housing, transportation improvements geared for pedestrians and bicyclists, and healthy communities.
  • The Draft Background Report describes existing conditions in the unincorporated County, including demographics and economics, land use, health and well-being, transportation and mobility, public facilities, services and infrastructure, natural resources, water resources, hazards and safety, and climate change. October 17, 2017 - You are invited to the November 9th Planning Commission Work Session for the General Plan Update

The public is invited to attend a Ventura County Planning Commission Work Session on Thursday, November 9, at 8:30 A.M., and provide input on activities related to the General Plan Update. Planning Division staff and project consultants will be discussing results of public outreach recently concluded on the proposed Vision Statement and Guiding Principles, the results of a countywide public survey, and revisions to the Draft Background Report. As the principal advisory body for the General Plan Update project, the Planning Commission will provide input to Planning Division staff during the Work Session. The public will also be able to provide comments.

The RMA Planning Division hosted open house events at three libraries within the County’s library system, providing information related to the General Plan Update’s proposed Vision and set of Guiding Principles at Saticoy Library, Ray D. Prueter Library in Port Hueneme, and Fillmore Library.


August 2, 2017 - Affirm the Proposed Vision and Guiding Principles

What are the General Plan Update’s proposed Vision and Guiding Principles and what do they mean for Ventura County residents?

The Vision and Guiding Principles will create a framework of concepts that will be woven throughout the General Plan Update. These ideas will guide how policies are crafted and help determine if those policies fulfill the vision and guiding principles that were established earlier in the General Plan Update process. The proposed Vision and Guiding Principles were created through a combination of public input received in 2016 (as detailed in the Assets, Issues, and Opportunities Summary), direction from the Ventura County Board of Supervisors, and recommendation from the Ventura County Planning Commission.

The second round of public engagement is underway for the County of Ventura’s General Plan Update. Staff have already begun to visit municipal advisory and neighborhood councils as well as host open houses throughout the County. The public can visit these in-person opportunities or participate remotely.

All Focus Group meetings are open to the public and following the discussion between Focus Group members, the public will be invited to provide comments and ask questions. March 14, 2017 - County releases new documents for General Plan Update

The County of Ventura, Planning Division has released several key documents for the ongoing General Plan Update project. They include a Draft Background Report, an Assets, Issues and Opportunities Summary and a General Plan Update Newsletter.

The Draft Background Report describes existing conditions in the unincorporated County, including demographics and economics, land use, health and well-being, transportation and mobility, public facilities, services and infrastructure, natural resources, water resources, hazards and safety, and climate change.

General Plan Update Manager Susan Curtis notes that, “this report will be used to inform the process as the project moves forward.”

The Assets, Issues and Opportunities Summary describes thousands of public comments received by Planning Division staff during outreach activities that took place between April and September 2016. Outreach activities included 12 community workshops, a booth at the Ventura County Fair, an online questionnaire, and meetings with subject-matter experts on issues ranging from agriculture to climate change. The General Plan Update Newsletter profiles the project, describes community outreach conducted to date, summarizes the project timeline and includes answers to frequently asked questions.

The County is now soliciting public comments on the Draft Background Report. Both the Draft Background Report and Assets, Issues and Opportunities Summary will be presented to the Ventura County Planning Commission at a public General Plan Update work session later this Spring. August 16, 2016 - Community Members Engage In General Plan Update at 12 Locations Throughout Ventura County

Over 250 community members attended 12 community workshops held throughout Ventura County between July 13th and August 11th of this year. In addition to a final workshop hosted at the Ventura County Government Center, locations varied in size and type by relying on diverse facilities throughout Ventura County such as the Somis School auditorium, Saticoy public library, Channel Islands Boating Center, US Forest Service’s Mt. Pinos ranger station, and Ventura County Fire Station #56 along the  Pacific Coast Highway.

Although the first round of community workshops ended on August 11th 2016, County staff will be accepting submissions via an online questionnaire for a limited time before analyzing data from this round of public outreach.

July 19, 2016 - Online Workshop Questionnaire Available for Community Members

Community members who are unable to attend any of the twelve community workshops scheduled for July and August can participate in the Ventura County General Plan Update’s first series of community workshops by completing an online questionnaire.

The Ventura County General Plan Update’s first series of community workshops kicked off on July 13th in an event co-hosted with the Santa Rosa Valley Municipal Advisory Council. The series includes twelve workshops occurring at locations throughout Ventura County.

The General Plan is the “blueprint” for future growth and development within the unincorporated areas of Ventura County over the next 20 years. A series of additional workshops will be held in the near future to address guiding principles for the General Plan, land use alternatives, and goals and policies that address a wide range of issues including land use, transportation, water, agriculture, economic development, and climate change.

April 7, 2016 - Planning Division Hosts Technical Advisory Committee and Focus Group Kick-Off Meeting

The Planning Division held a kick-off meeting on April 7, 2016, for the General Plan Update’s Technical Advisory Committee (TAC) and Focus Groups. The TAC is comprised County staff and has been formed to assist the Planning Division in providing data, information and feedback during the four-year General Plan Update process. The Focus Group members represent a variety of disciplines and expertise and will provide input on public review draft documents at key points throughout the General Plan Update process.


January 26, 2015 - Pre-Scoping Process for the General Plan Update

In January 2o15, the Resource Management Agency’s (RMA) Planning Division brought to the Board of Supervisors a request for direction regarding the General Plan Update and authorization to seek consultant assistance to develop a scope of work for the project. The staff report can be viewed online via the  Board of Supervisors online archives. The Ventura County Board of Supervisors approved the recommended action and in March the staff began working with the firm Mintier Harnish to develop a General Scope of Work.

The effort to develop a General Plan Update Work Program involved a significant outreach component. Public input was gathered through public workshops and stakeholder interviews held in April 2015. Using the information provided during April’s public outreach efforts, the County’s Planning Division staff and consultants produced a Work Program Options Report which was presented to the County’s citizens, Supervisors, and Planning Commissioners during a Joint Study Session and Public Workshop on July 7th. Based on the direction received at the Joint Study Session and Public Workshop, a final recommended work program was prepared and presented to the Board of Supervisors on August 4 2015. The recommended work program reflects a comprehensive General Plan Update that includes a focused visioning process and alternatives analysis, extensive public engagement, three new elements (water, agriculture, and economic development), and inclusion of several contemporary topics (healthy communities, sustainability, and climate change). The Program also includes a reformatting and integration of the County’s Area Plans and a Wildlife Corridor Protection Program. At its August 4th meeting, the Board of Supervisors asked for additional information, and requested the development of an optional work program. During a Board meeting on September 22nd, the Board received the requested additional information and took action to direct staff to move forward immediately with the recommended work program. As directed by the Board of Supervisors, a Request for Proposals was issued to seek consultant assistance in the preparation of the General Plan Update. It is anticipated that a consultant will be retained and the Update will be formally initiated in January, 2016, and project the project will be completed by early 2020.
