July 16, 2020 | Planning Commission Public Hearing in Ventura
On July 16, 2020, the County’s Planning Commission held a public hearing to provide recommendations to the Board of Supervisors on the adoption the 2040 General Plan and certification of the final EIR. The Planning Commission voted to provide recommended actions and revisions to the 2040 General Plan and final EIR for the Board’s consideration at the September 1, 2020 public hearing. During this hearing, the Board will also receive Planning Division recommended actions.

Public invited to Planning Commission Hearing for the 2040 General Plan and Program Environmental Impact Report
VENTURA, Calif. – The Planning Division invited the public to attend a public hearing on Thursday, July 16, 2020, for the Planning Commission to consider and provide recommendation to the Board of Supervisors regarding approval of the 2040 General Plan (which would replace the County’s existing General Plan) and associated Environmental Impact Report (EIR). The Planning Commission also considered related California Environmental Quality Act (CEQA) findings, mitigation measures, statement of overriding considerations and mitigation monitoring and reporting program. Spanish and Mixtec interpretive services were provided for members of the public.
The 2040 General Plan is a long-range planning document that includes goals, policies and programs that will guide land use, resource protection and development through 2040. The 2040 General Plan includes a Land Use, Circulation, Conservation and Open Space, Hazards and Safety, Public Facilities and Services, Housing, Agricultural, Economic Vitality, and Water Elements in addition to cross cutting topics on health in all policies, environmental justice, climate resilience and a Climate Action Plan. The 2040 General Plan and EIR, which among other things analyzes the environmental impacts associated with implementation of the 2040 General Plan, were released to the public on January 13, 2020 for review and comment. Public comments received on these documents will be presented to the Planning Commission for its consideration during the July 16th hearing, as well the Planning Division’s recommended revisions to these documents.

The public was invited to attend a series of three Planning Commission work sessions regarding the Preliminary Public Review Draft of the 2040 General Plan, the first of which was held on Thursday June 6th. The second work session was held on Thursday, June 13th, and the third work session was held on Thursday, June 20th. All work sessions began at 8:30 a.m.

WORK SESSION OBJECTIVE: The General Plan Update project includes the completion of the Preliminary Public Review Draft 2040 General Plan (draft General Plan). The General Plan includes goals, policies and programs on topics including biological and open space resources, climate change, economic vitality, agriculture, water resources, public facilities and other key issues. The Planning Division will present the chapters of the draft General Plan (also referred to as Elements) to the Planning Commission during the series of work sessions. Planning Division staff will also present public comments received on the draft General Plan and comments from subject-matter experts serving on six issue-specific Focus Groups. Planning Division staff requested that the Planning Commission provide its recommendations on revisions to the draft General Plan for future review by the Board of Supervisors.

VENTURA, Calif. – The public was invited to attend and provide input at Joint Ventura County Board of Supervisors/Planning Commission Work Session No. 3 on Tuesday, July 31, 2018 at 1:30 P.M., on the General Plan Update Alternatives Report. The work session was held at the County Government Center, Hall of Administration, Board of Supervisors’ Hearing Room, 800 S. Victoria Avenue, Ventura, CA 93009.
This was the first of two work sessions to discuss the Alternatives Report, a document that explores different options for how the County could accommodate future growth and policy alternatives, such as agriculture, climate change, housing, and economic development through 2040.
During this work session, Planning Division staff and project consultants presented the report’s first six chapters to the Board of Supervisors and Planning Commission which included the Introduction, Vision and Guiding Principles, Proposed General Plan Organization, Development Constraints, Development Capacity, and Historic Population Growth Rates and 2020-2040 Growth Projections.
A second work session on the Alternatives Report chapters seven through nine, which will include the Alternatives Evaluation, Land Use Alternatives, and Policy Topics, will be presented to the Board of Supervisors and Planning Commission later this fall.

Completion of the Alternatives Concept Report was the first step in the development and evaluation of potential land use and policy alternatives. Staff also presented a summary of recent public outreach events held throughout the County. The Alternatives Evaluation phase of the General Plan Update outlines options for how the County could accommodate future growth and how the General Plan could address major policy topics such as agriculture, climate change, housing, and economic development.
A final Alternatives Report will be presented to the Board of Supervisors and Planning Commission in summer of 2019.
