August 6, 2019 | County Hosted Board of Supervisors Work Session to Discuss General Plan Update Prelminary Public Reveiw Draft of the 2040 General Plan

The Board of Supervisors held a public work session on August 6th to review the Preliminary Public Review Draft 2040 General Plan. The work session was held at the Ventura County Government Center, Hall of Administration, Board of Supervisors Hearing Room, 800 S. Victoria Avenue in Ventura beginning at 1:00 p.m. Spanish and Mixteco interpretive services were provided for members of the public.

The General Plan is a long-range planning document that will guide land use, resource protection and development through 2040. The plan includes goals, policies and programs on topics including biological and open space resources, climate change, economic vitality, agriculture, water resources, public facilities, environmental justice and other key issues.

The draft General Plan was released to the public on May 9, 2019, followed by a series of Open Houses and focus group meetings to secure public input. At the August 6th work session, staff presented Planning Commission recommendations and public input to the Board of Supervisors. The Board of Supervisors provided direction to staff on the contents of the draft General Plan which will be analyzed in a Program Environmental Impact Report (EIR) in Fall 2019. Adoption of the General Plan is anticipated in the Summer of 2020.

WORK SESSION OBJECTIVE: The General Plan Update project includes the completion of several key documents that support the development of the updated General Plan, including an Alternatives Report. The Alternatives Report explores different options for accommodating future growth and presents policy topics such as agriculture, climate change, housing, and economic development through 2040. Building upon the first six chapters of the Report, which cover the project’s Vision and Guiding Principles, proposed General Plan organization, development constraints, development capacity, and historic population growth rates and 2020-2040 growth projections, project consultants presented the final three chapters of the report which cover the evaluation criteria, land use alternatives and policy topics.

VENTURA, Calif. – The public was invited to attend and provide input at Joint Ventura County Board of Supervisors/Planning Commission Work Session No. 3 on Tuesday, July 31, 2018 at 1:30 P.M., on the General Plan Update Alternatives Report.  The work session was held at the County Government Center, Hall of Administration, Board of Supervisors’ Hearing Room, 800 S. Victoria Avenue, Ventura, CA 93009.

This was the first of two work sessions to discuss the Alternatives Report, a document that explores different options for how the County could accommodate future growth and policy alternatives, such as agriculture, climate change, housing, and economic development through 2040.

During this work session, Planning Division staff and project consultants presented the report’s first six chapters to the Board of Supervisors and Planning Commission which include the Introduction, Vision and Guiding Principles, Proposed General Plan Organization, Development Constraints, Development Capacity, and Historic Population Growth Rates and 2020-2040 Growth Projections.

January 23, 2018 | Board of Supervisors Work Session No. 1 to Review Key General Plan Update Documents

VENTURA, Calif. – The public was invited to attend a Ventura County Board of Supervisors General Plan Update Work Session on Tuesday, January 23, 2018 at 1:30 P.M., and provide input on the General Plan Update Assets, Issues, and Opportunities Summary Report, Public Opinion Survey, Draft Vision Statement and Guiding Principles and Draft Background Report.

  • The Assets, Issues and Opportunities Summary documents public comments received during outreach activities that took place between April and September 2016.
  • The Public Opinion Survey provides objective, statistically reliable measures of residents’ opinions and preferences on a range of topics that will be addressed in the General Plan such as land use, economic development, transportation, housing and climate change. The bilingual (English/Spanish) survey was completed with 1,250 adults selected at random from households within Ventura County.
  • The proposed Vision Statement and Guiding Principles were completed with Planning Commission and community input and reflect existing County values, comments received during community outreach and new themes that incorporate current state laws and priorities identified by the Board of Supervisors. These include climate change, economic vitality, housing, transportation improvements geared for pedestrians and bicyclists, and healthy communities.
  • The Draft Background Report describes existing conditions in the unincorporated County, including demographics and economics, land use, health and well-being, transportation, public facilities, services and infrastructure, natural resources, water resources, hazards and safety, and climate change.

December 15, 2015 | Approval of the RMA Agency Director to Execute a Contract for the Preparation of the Ventura County General Plan Update

On December 15 2015, the Board of Supervisors authorized the Resource Management Agency to execute a contract with Mintier Harnish for preparation of the County’s General Plan Update. Under this contract, Mintier Harnish will serve as the lead consultant for the project, with support from a team of sub-consultants which include MIG, Ascent Environmental, Kimley-Horn, Applied Development Economics, Kennedy/Jenks, True North Research, and NRG Consulting. The consultant selection process included the October 1, 2015, release of a Request for Proposals; October 13, 2015, pre-submittal conference; and November 17, 2015, consultant selection interviews.
